Our Property and Growth Infrastructure team works with a variety of public and private partners to lead and support the delivery of property-focussed high-impact economic development projects. These projects span a wide range of sectors and are designed to transform at a local, regional, and national level.
The team’s work includes the delivery of major development plans, influencing policy, and forming strategy in line with the organisation’s three priority areas. These are:
- Creating an internationally competitive energy transition industry in Scotland
- Scaling the impact of Scotland’s innovation strengths into high-growth industries of the future
- Driving capital investment to deliver a step change in Scotland’s productivity
Join us as a Project Manager and you’ll drive delivery of property and growth infrastructure projects, making a difference to companies, partners, and places across Scotland.
The Role
We’re looking for two Project Managers to join our Property and Growth Infrastructure team.
In this role, you’ll lead a variety of property-related projects that support our organisation’s business plan.
Your responsibilities will include:
- Managing higher-risk property projects and programmes from conception to successful delivery
- Supporting the delivery of our existing property portfolio strategy
- Acting as a Senior Responsible Owner (SRO) on medium-risk property projects, coordinating work across internal teams and external partners
You’ll plan, organise, manage and co-ordinate people and resources to deliver outcomes – from the early planning stages to business case development, delivery, and monitoring.
Your work will cover business case development, property and infrastructure development, strategic asset management, master planning, and managing external consultants.
This is a dynamic role, requiring flexibility, a proactive mindset, and the ability to create innovative solutions that help realise our strategic goals – often in close collaboration with partners and stakeholders.
Key responsibilities
Your responsibilities will include:
- Project and programme management – you’ll lead higher-risk property and infrastructure projects in line with our organisation’s strategy. This includes:
- Shaping project opportunities and finding innovative solutions
- Developing business cases and securing funding and approvals
- Overseeing successful delivery and outcomes
- Leading project teams, managing people and resources
- Building support among internal and external stakeholders
- Governance and delivery oversight – as a Project Manager or Senior Responsible Owner, you will:
- Develop business cases
- Present project proposals to the relevant authorities
- Manage budgets and ensure compliance with reporting and monitoring requirements
- Influence and collaboration – you’ll use your expertise to:
- Maximise impact and delivery pace in both organisation-led and partner-led projects
- Adopt a collaborative approach that considers partner priorities and harnesses our collective expertise
- Internal support – you’ll provide tailored advice to colleagues across the organisation, sharing your property knowledge and project management skills to:
- Identify property needs, growth opportunities, and potential interventions, such as grants, loans, equity and income share
Who we're looking for
We’re looking for a property or infrastructure project management professional who:
- Has extensive experience delivering commercial property projects or similar, and a strong understanding of Scotland’s economic development landscape
- Demonstrates commercial skill in enhancing property assets and driving value from property sales
- Has delivered projects or programmes from concept to completion, working across sectors and with multiple stakeholders
- Can build and lead project teams effectively, ensuring clear communication and purpose
- Has excellent planning and organisational skills, and an understanding of the project lifecycle process
- Can think creatively, exercise sound judgment, and adapt to changing priorities
You’ll be proactive, results-focused, and able to solve problems with confidence and skill.
Skills and experience required
Your skills, abilities and experience should include:
- Experience in delivering property and infrastructure projects with commercial awareness
- A proven ability to manage complex projects, coordinate teams, and solve problems efficiently. You’ll be able to manage time, tasks, and resources flexibly
- The ability to inspire and support cross-functional teams, ensuring clarity of purpose and a focus on delivery
- Excellent verbal and written skills with the ability to influence and engage stakeholders at all levels, building strong relationships
- Experience in working collaboratively with multiple stakeholders and navigating complex relationships
Qualifications and requirements
You should have:
- Education to SCQF Level 9 in property or a related discipline, or equivalent experience
- Access to a private car and willingness to travel
Desirable (but not essential) qualities include:
- An understanding of place-based economic development and its impact on growth
- People management experience
- A relevant professional qualification such as MRICS, MAPM, MICE, or MRTPI
